I think it's the plan to have all the panels brighter as part of the redesign.

Yup, Guillaume is right, this is an intentional change. Before I mark this bug as INVALID, I will ask Stephen for his opinion on the screenshot you posted, Alice.

Nothing but the fact that this is the right time to refresh panel backgrounds for all Windows versions. But, Stephen might change his mind due to this bug report (and maybe others), hence my needinfo? request.

Then it should have dependency on Australis in general, not on Windows 8 theme work. It's confusing.
